Association Webinars: Climate Policy and Governance of Carbon Neutrality



  

 

This webinar discusses issues under the theme of governance of carbon neutrality. Three experts are invited to share their opinions on this topic. Prof. Xu Yuan from Chinese University of Hong Kong will address two key strategies in climate policy and governance. The first one examines how climate governance is organized. After discussing about rule-based governance and central planning, China's goal-centered governance will be introduced and examined. The second strategy is on climate policy instruments. While the design and choice of optimal instrument are pivotal in research and policy making, policy evolution by implementation selection will be explored as an alternative, likely better strategy. Prof. Hao Yu from Beijing Institute of Technology will discuss solutions for achieving the carbon neutrality target, including carbon substitution, carbon capture and storage, and carbon circulation. Carbon substitution help achieving the carbon intensity target, while possessing difficulty in carbon peak and neutrality target. Explore and develop a newly roadmap with the core of carbon circulation technology in order to achieve the carbon neutrality target is of importance. Prof. Dai Hancheng from Peking University will cover the mitigation costs of achieving ambitious climate targets and their co-benefits on improvements in air pollution, human health and resource efficiency based on the state-of-the-art integrated assessment model.

Moderator:

Dr. Lin Zhang is an assistant professor in the School of Energy and Environment at the City University of Hong Kong, with a joint appointment in the Department of Public Policy. Before moving to Hong Kong in 2016, he was a researcher associated with Centre of Economic Research at ETH Zurich. With a focus on energy and sustainability economics, Zhang's research aims to develop improved quantitative modeling approaches for the design, evaluation, and upgrade of sustainable energy policies at local, regional, and global levels. Dr. Zhang holds a PhD in economics from ETH Zurich, double bachelor degrees from Peking University.

Dr. Xu Yuan
Since 2010 Xu Yuan has been an assistant and then associate professor in the Department of Geography and Resource Management, The Chinese University of Hong Kong. He also leads the Environmental Policy and Governance Programme in the Institute of Environment, Energy and Sustainability. He has published widely on energy and environmental policies and governance strategies, especially on their enforcement and compliance as well as related technological innovation and industrial development, covering fossil fuels and renewables. Before CUHK, he was a postdoctoral research fellow at the Industrial Performance Center, Massachusetts Institute of Technology. He received a PhD degree from the Woodrow Wilson School of Public and International Affairs, Princeton University and M.S. and B.S. degrees in atmospheric sciences from Peking University.

Dr. Hao Yu
Dr Hao Yu is a full professor in Applied Economics at Beijing Institute of Technology, China. He earned his PhD in economics at the University of Hamburg in Germany in 2012. He also serves as an executive director of energy economics and management research branch of Chinese Society of Optimization, Overall Planning and Economic Mathematics. He won the 16th youth scholars award of colleges and universities by Fok Yingdong education foundation in 2017. He was also elected to be the Chinese highly cited researcher in 2020 by Elsevier, and he was also among the Top 2% scientists in the world (2020). He published over 100 SCI/SSCI-indexed papers as the first and/or corresponding author, including 14 ESI highly cited papers (top 1%) and 4 hot paper (top 0.1%).

Dr. Dai Hancheng
Dr. Dai’s research focuses on green & low-carbon transformation and human & planetary health at the local, national and global scales. Dr. Dai ranked as the World’s Top 2% most-cited scientists released by Stanford University and Mendeley Data in 2021. Dr. Dai serves as the Lead Author of the Global Environment Outlook Sixth Edition (GEO-6) for Cities, Contributing Author of the IPCC 6th Assessment Report, Global Burden of Disease (GBD) Collaborator, Standing Committee Member of Branch of Ecological and Environmental Systems Engineering, Systems Engineering Society of China, and Committee Member of City Air Integrated Management and Low Carbon Action Partnership of China. He has also provided professional consulting services to various organizations such as the Energy Foundation and Environmental Defense Foundation.
