On May 29th, USAEE hosted a webinar on energy poverty by Dr. Gürcan Gülen. To recap, energy poverty remains a serious problem for several billion people, mostly in South Asia and Sub-Saharan Africa but also in other regions of the world. The latest report on Sustainable Development Goal 7 acknowledges the shortcomings. However, SDG 7 may not be ambitious enough, or worse, constraining with its focus on basic access, energy efficiency and renewable energy. Dr. Gülen estimates investment necessary to eliminate energy poverty at $5-10 trillion depending on how one defines sufficient energy and technologies pursued. This estimate is for a “one-time” spending to meet 2018 global per-person energy consumption averages. Once population growth, replacement of aging infrastructure, increasing the reach and resilience of T&D networks, and energy transitions are considered, $trillions more are needed every year going forward. However, over the last two decades, global energy investment in eliminating energy poverty has been woefully inadequate. And, almost all of that investment has been by state-owned enterprises and/or domestic or multilateral public funding. Governance and institutional deficiencies in most low-income countries is a major deterrent of private energy investments as well as other infrastructure investments. In this follow-up webinar, Dr. Gülen will host a panel of experts with experience in regions with energy poverty challenges to discuss energy investment trends and potential paths forward in those regions.

Moderator:

Gürcan Gülen (PhD) is an energy economist with 25 years of international experience in policy and market research on oil, natural gas, and electric power value chains; and associated strategic technical assistance and customized capacity building in numerous countries. After 9 years at the University of Houston and 13 years at the Bureau of Economic Geology (UT-Austin), he is now Principal at G2 Energy Insights LLC and continues to instruct in executive programs. Dr. Gülen is a USAEE Senior Fellow.

Panelists:

Prof. M. Tamim is a Professor of Petroleum and Mineral Resources Engineering, BUET, Dhaka. He graduated from BUET in Mechanical Engineering and completed his Masters from IIT, Madras. He obtained his Ph.D. from the University of Alberta, Canada in Petroleum Engineering. He has research interest in reservoir engineering, petroleum economics and energy planning; development and application of various numerical and analytical computer models, reservoir management problems. He also has experience in green house gas (GHG) mitigation, energy efficiency improvement and energy related environmental remedies. Dr. Tamim has supervised several M.Sc. Students and published a number of papers in national and international journals.

He worked at different capacities relating energy policy formulation, planning and regulation with all governments since 1995. He took a one year leave from his teaching job to manage the Power and Energy Ministry in 2008 during the caretaker government period. Dr. Tamim is member and the founding Chairperson of Society of Petroleum Engineers (SPE), Bangladesh Section and a life Fellow of the Institute of Engineers, Bangladesh (IEB).

Prof. Adeola Adenikinju holds a PhD Degree in Economics from the University of Ibadan, where he is currently a Professor of Economics. He is also a Research Professor at the Centre for Econometrics and Allied Research. Adeola was a Visiting Scholar to the International Monetary Fund (IMF) in 1996 and 2005.His research interests include Petroleum and Energy Economics, Economic modeling, and Economic Development Issues. He is a former Council Member of the Nigerian Economic Society. President, Nigerian Association for Energy Economics. Adeola had served in several senior policy positions. He was a Special Assistant to the Presidential Adviser on Energy Matters, between 2005 and 2007, and Senior Special Assistant to the President, Office of the Chief Economic Adviser to the President between 2010 and 2011. He is currently the Director, Centre for Petroleum, Energy Economics and Law (CPEEL), a MacArthur Foundation Regional Centre of Excellence at the University of Ibadan, Ibadan, Nigeria. He was appointed in 2018 by Professor Muhammed Buhari as a member of the Central Bank of Nigeria, Monetary Policy Committee.

Mr. Ishmael Edjekumhene is an energy expert and public policy analyst. He is the Executive Director of the Kumasi Institute of Technology and Environment (KITE), a leading policy research and advocacy non-governmental organization working in the energy, environment and technology sectors. He has over 20 years research and working experience in the energy, environment and technology sectors. His current research interest is in natural resource governance, especially revenue transparency and accountability and clean energy solutions.

Ishmael is a pioneering member of the Public Interest and Accountability Committee (PIAC), having served on the Committee from 2011-2014. He is currently a Commissioner at the Public Utilities Regulatory Commission (PURC), Ghana. Mr. Edjekumhene holds a Master's degree in Economics (Public Policy) from the University of Hull and a Bachelor's degree in Land Economy (first class) from the Kwame Nkrumah University of Science and Technology (KNUST), Kumasi, Ghana.
