Robert McNally will briefly lay out his historical and contemporary research on drivers of the oil price cycles, including the presence of an effective swing producer, spare capacity, and supply-demand balances. Looking forward, he will contend that oil demand growth is likely to surprise to the upside and that this surprise will propel the oil market into a multi-year boom cycle in oil prices by mid-decade.

James L. Smith is a past-Presdient of the IAEE, and Professor Emeritus at Southern Methodist University, where he held the Cary M. Maguire Chair in Oil and Gas Management for 23 years before retiring in 2018. Having specialized in energy studies since receiving his Ph.D. in Economics from Harvard University in 1977, Dr. Smith has been a prolific researcher and author. His publications on OPEC, energy markets, real options, auction theory, and the oil and gas business have appeared in numerous academic and trade journals, including theAmerican Economic Review, the Journal of EconomicPerspectives, the Quarterly Journal of Economics,The Energy Journal, Mathematical Geology, the Oil and Gas Journal, and World Oil. Dr. Smith is a Senior Fellow and Past President of the United States Association for Energy Economics and from 2006-2022 served as Co-Editor of The Energy Journal.

Robert McNally is Founder and president of Rapidan Energy Group, a Washington, DC-based independent energy market policy and geopolitical consulting firm.

Robert has 32 years of government and market experience as an international energy consultant, energy advisor to President George W. Bush, and hedge fund strategist. He is the author of the acclaimed book Crude Volatility: The History and the Future of Boom-Bust Oil Prices(Columbia University Press, 2017), winner of the 'Marcel Boiteux Best International Energy Economics Book Award' given by the IAEE in 2023.

Robert has testified before Congress on energy markets and national security and is regularly interviewed by leading media outlets. From 2001 to 2003, he served as Special Assistant to the President on the White House National Economic Council and, in 2003, Senior Director for International Energy on the National Security Council. Robert earned his B.A./B.S. in Political Science and International Relations from American University and his M.A. in International Economics and Foreign Policy from Johns Hopkins School of Advanced International Studies (SAIS).
