This work analyzes the impact of energy governance on energy efficiency in a set of 29 OECD countries. A Stochastic Frontier Analysis (SFA) is conducted to estimate the energy efficiency levels in this sample of countries between 2000 and 2015, where energy governance is measured through a new Energy Efficiency Governance Index (EEGI). The results suggest that increasing the average quality of energy governance by 10% could raise energy efficiency levels by around 9.20%. Setting quantified and achievable targets, and carrying out an extensive evaluation of the results of energy policies are the most valuable pratices in order to improve energy efficiency.

Josue Barrera-Santana obtained a BSc in Naval Radioelectronics Engineering, followed by several MSc in Naval Radioelectronics, Renewable Energies, and Big Data & Business Intelligence. He also obtained a PhD in Industrial Engineering. He has received many academic awards and several national and international scholarships for excellence and academic performance. Nowadays, he is an industrial engineer at the Canary Islands Institute of Technology, where he works in several fields realted to energy economics: energy efficiency, energy planning and modeling, and energy policy and governance.
